Ayana, Please see our answer to Hillary, above. Of course, it is always acceptable and often necessary to refer a client for adjustment counseling in areas outside our expertise. For example, we would not counsel a client about chronic life problems including such areas as marital problems or addictions, nor would we counsel about character disorder issues or psychological disorders. But clinician-counselors are certainly able to counsel about all areas related to communication/stuttering. Thank you for your interesting question.
