I prefer Van Riper's (I believe it was him) other quote: "Stuttering is what you do when you're trying not to stutter." By doing a great deal of reading, the stutterer can learn what stutterers do when they stutter, learn to recognize these traits in themselves, and begin to stop doing what I do when I'm trying not to stutter. We all pick up different, often temporary, habits trying not to stutter. Once we learn to recognize them, see them for what they are, and realize the futility of these tricks; we will no longer use them. By trying not to stutter less, we do stutter less. Duh?!
