Laura, in the situation I tried to describe, choral reading is used as a fluency enhancer to give the person who stutters the feeling of forward moving (and often stutter-free) speaking. It is really not a question of which to use first - reading alone or choral reading. I really depends on what the purpose is, and there would be times when both could be recommended at the same time. And yes, good inflection could also be part of choral reading, modeled by a clinician in therapy, or modeled by the online reading that was chosen for the person to practice with.
